Can we have a under-my-wing sorta feature for new players friends with experienced players?

My friend is new to league hes like lvl 20 and im trying to teach him how to play in general and overall try to have some potential champion pool i would like to buy him a champion with IP but you cant and i understand as a company you have to make money but could new players only receive 3 champions via IP and only 3 champions via IP as part of this under-my-wing idea??
