I have to agree with this. By all rights, energy should gate burst, but in practice most energy champions have ways of restoring energy mid-fight, which ends up making cooldowns the only real gate to their power. Zed is a prime example of this, because his shadow lets him negate his E cost, and reduce his Q cost to 5 Energy a pop (!), effectively removing his energy gating altogether. Akali soon will likely be even worse, because her E costs practically nothing, her innate restores energy, and her W refills a massive amount of energy on cast as well. It effectively causes these champions' limitations to vanish past a certain level of mastery, which sounds nice on paper, but ends up with these champions being oppressive and far more difficult to counter in the hands of an experienced player. For sure, any champion should be stronger and more difficult to play against when mastered, but double-dipping into this by removing constraints goes overboard, and leaves no obvious sources of counterplay besides simply not engaging the champion at all until whichever counter-item gets built.
