Why have I not gotten PBE access, ever? I have like 10 lvl 30 accounts that applied for it for years, including my main.

check if you can download it under your profile.
I've been playing since S2 and had access to the PBE twice lol First time I used the hell out of it to study every single champion down to their kit and passives then barely used it the second time I made a PBE account.
