Okay, I'll try my best.
The way I see it, is that a player does not have to be X Rank in order to good, rather it's more along the lines of you're recognized as being good at X Rank. What I mean by that is, while player can Bronze/Silver/Gold whatever, it doesn't necessarily mean that that's their skill level. You can find(though uncommon) that there are Low Elo Players that can actually give Higher Elos a run for their money. Egh, that still doesn't get what I'm trying to say across. Okay, for me personally, Skill isn't limited to a certain category. A Bronze 5 can have the skill of a High Plat, they're just not as close because of bad placements. They'll climb and get to Plat sooner or later with their skill, however, getting there does not mean that they are now good. It just means that now, that skill can be recognized. They were "good" all the time, it's just that now, they have a fancy way to prove it by showing off that Plat Border.
Ugh, that still sounds kind of off, I give up. :\ hopefully that mess of text got through, to some extent, what I'm trying to say.
