Viktor needs to be looked at
After Rylais nerf Viktor's winrate just became a steady 46% through all the patches after it; It's clear that the only reason the reworked Viktor could win and snowball a lane (and then stomp the game) was because he could pop Ghost, mindlessly fire his E towards you, proc Rylais slow to get a guaranteed second E hit and then Q AA you to the shadow realm without even ulting.
But Viktor isn't that chapion anymore, now he can't reliabily hit his second E like that and he can't permaslow you inside his ultimate since it got nerfs to his movement speed;
Also his first Hex-core upgrade became more expensive and now while Viktor gets his waveclear (and basically 1/4 of his kit) for 1250g while gaining almost no stats in terms of AP or mana, the opposing laner can get a
/
or a
+
which offer instant stats on top of a passive ability.
Also this can get more aggravating for Viktor if he needs to rush Seeker (against Talon, Zed) or Negatron (Syndra, Ori) and skip his Hex-Core to survive the lane while his opposing laner gets their mana back every level while Viktor starves for it.
Viktor early is also way too exploitable, if you gank him before he reaches the 1250g threshold and he's forced to backport, you just shut down a Viktor, his waveclear is delayed way too much and while he can't buy anything (or a Doran at best) the opposite can spend his gold on items.
Either reduce back his first Hex-Core upgrade to 1000 again, so he can back and buy Boots, Tome or whatever along with his E upgrade OR put back the flat AP and mana value on it , so Viktor can have some form of early game back instead of having only a low amount of AP from an item which already gives low scaling AP (I'm talking about Hex-Core mk-1
, which Viktor needs to function) OR just reverts all that Ultimate nerfs, which make it tedious to maneuvre.
and
and right now I see absolutely no reason (besides "I just feel like it") in picking Vik over Vlad.
