there is no reason gnar can use hop without having to target a unit

hes a kiting machine in mini form due to his boomerang slow and his speed buff alone.

whats wrong with the champion is, that he can literally sit on the cooldown while playing safe, poking and kiting until he makes a mistake. then he gets an extra get out of jail free card.

what is the reasoning to allow him to use hop to any target position? can we just remove the part and force him to always use it on a unit for the double hop, if he wants to use his mobility tool?

he simply should not have it available ALL the time. restricting his hop to a unit would at least allow us to cut him off from one of his escape tools when we manage to zone him from our own and his minions.
