It sure does, then she re-stealths immediately afterwards, and since she can just sit there for 5-10 seconds she has plenty of time to get off the rotation of abilities she needs to kill you under tower. Not to mention that if she was low on energy, it sure is lucky that shroud provides a burst of energy.
There's no reason an assassin with absurd mobility should also get a free pass to tower dive simply for casting an ability.
Furthermore if she's only ever decided to tower dive you with such low hp a single aoe ability or skill shot will kill her I would agree with you, but that's not that case 95% of the time.
If you're an auto attack oriented champion, you just get deleted without a chance as you can't auto attack the shrouded champion waiting on her cds while you're trapped, and since that's what your damage is tied to your negligible aoe and skill shots don't do a thing to save you. Additionally since she gets free movement speed in shroud as well, it's actually more difficult to hit her than it would have been otherwise. So if you did have damage loaded in your abilities you better hope she can't juke well, or that's down the drain as well.
Each and every champion that's made or reworked by that same game developer seems to have to push some insane boundary in attempts to circumvent mechanics of the game that are designed to try and give you a leg to stand on if you're in a bad spot.
Towers only exist as barriers to attempt to provide some form of safety net that stops the game from ending immediately if you screw up. Akali removes that barrier and makes sure that if you screw up a single time you're going to have a god awful time existing in the same lane.
In summary, it's pretty insane to me that you would actually defend the champion design when that massively overloaded kit and ridiculous mechanics are complained about by everyone from me to the top of the ladder. I would actually rather have Zoe in my games than reworked Akali, which is pretty impressive given the insanity of that champion's kit.
