Support gold income needs to be reduced.

I think a major problem is supports can easily get 45% cdr at 15 minutes in the game. This means enchanters have too much impact on early-mid game fights due to their extremely underpriced itemization. Another option is to reduce ambient gold and increase cs gold to compensate.

It does seem fairly easy to get 45% CDR. On the other hand, I feel supports have a healthy and understood spike when they're assisting in early kills. What type of support you're against should dictate how you respond. Enchanter/healer would make it more difficult to gank that lane, whereas a tank with mobis should mean you'd watch out for your mid lane. Against a mage support, you'd definitely want to gank that lane (and should have already, imo).

A hard no to this. Supports barely have their Sightstone quest completed by 15 minutes in, let alone having completed 2+ items to max out their CDR. For instance, to max out CDR as a support, you'd have to have Transcendence (for the 10% CDR) and Cosmic Awareness (for the 5% CDR). This essentially means that you're NOT playing something like Subtree-Resolve for Font of Life and Revitalize (whatever the shield/heal boost is), or Subtree -Domination for Ghost Poros/Zombie Wards and Ravenous Ingenuity. Then there's another 30% CDR they'd need to build. If their support item is at Tier 2, an enchanter should have 10% CDR from that. Which then requires that they've built 2 completed items from below: item 3504 item 3107 item 3222 item 3050 item 3174

There's not much of a chance that a Support will be capping at max CDR that early in the game, and even if they are capped, they won't be above it to trigger bonuses from Transcendence. Even then, the majority of enchanter supports are designed around having high CDR.
