like maybe after 5-10 minutes period, your team gets a global passive that grants a bit of ad/ap/armor/mr and hp

I agree with this. That way, the game won't be entirely unfair when it's 4v5. Sure, people have won 4v5 games (but not very often) but it's still an unfair game because you will always be down a person.

I also really like how, I think it's smite or maybe dota, handles an AFK'r. If they have been AFK for 10 minutes, they automatically sell all of their items and distribute the gold between all players, after that their passive gold generation is split between all players as well.

then what happens when he/she comes back? wouldn't he have no items and be underleveled?

The only problem with getting benefits from an AFK'er is that people might try to bully an ally that is behind to go AFK so they are more useful (at least they perceive that they are) by giving the team those stats instead of risking dying again.

How about giving the side lane minions a some kind of baron-like buff when an enemy is trying to push? For example, when an enemy champion is near your minions only in a side lane, the melee minions gain the baron buff type of damage reduction. The minions could lose the buff if an ally champion is within a certain range, or when the enemy champion leaves range.

The way I see it, 4/5 should generally give a team a gold and level advantage from having one less player. Their REAL weakness I've always noticed is being split pushed. There's not enough man power to deal with a split push. Making split pushing really difficult could help immensely.

Also put a timer on it before it minions can get the buff, syncing with maybe... baron spawning at 20 minutes?

I actually really like this idea. The only thing I would add is that the buff should only apply when the minions are on the the team of 4 side of the map so that you're not having someone being unable to stop a minion push that hits their base.
