Will ryze be THE late game mage with these changes

Ryze as you know is getting a minor rework. His early game power is even weaker than it a was.tbh,you want to farm with him anyways and not worry about kills and worry about outscaling. E>q now does true damage scaling with level. This means isnteaad of a steight 80% magic damage bonus, its 16% lvl 2. lvl 18 is 50% true damage. I think this also creates hypercarry ryze where he had the worst early game but an extrodinarily good late game. It's not going to be old ryze with the permasnare or the full Mana build. Remember how he'd buy frozen heart and fist, roa, archangels, boots, and rabbadons. He had 2 shields and alot of armor. Even more with if he built zhonias. He was the yasuo, zed, and talon counter. Also he pit riven mains to shame with that kind of shield and had the armor to fuck them up. what I mean by hypercarry is his late game is unmatched by none other than other hypercarries like vayne and twitch.
