Increase 10% CDR on active items to 20% CDR on active items, and give it that old mastery "Scout" that increases your ward range by 15%. I don't think this will totally solve the buying it as a last item thing, but I think it'll help in what position it's in.

The same way it does now, it's just an increase.

It's a CDR for items not abilities. And except for item 3092 I can't think of any item being used so often.
