If I get the prestige Lux skin from hextech crafting/rerolling, does it come with the border?

Friend of mine that owns all skins just rerolls 3 shards every time a new skin comes out, so he does that with prestige too obv, he gets the border I think but Idk if that is because he acquires the skin while said skin's even is still ongoing or what's the deal there.
