Why is Garen's R higher range than his E?
It's totally counter-intuitive that you can be kiting to stay out of his E, yet he can hit you with an R anyway.

His E is swinging his sword whereas his R is using hiraishin no jutsu to teleport the sword that he's striking downward to the top of his target. In other words, E is taijutsu with range limited to physical state, and R is ninjutsu with range depending on how far the technique covers.
BECAUSE YOU CANNOT ESCAPE THE LONG ARM OF JUSTICE!
