Is new Rylai really that bad?
The nerfs to AP, HP, and the slow, were unfortunate. However, I really welcome the price reduction and the build path change. It was painful to be forced to buy an item as expensive as 
until I could complete it into Rylai. Or worse yet, have to sit on 
and 
while having a lot less AP until I could complete it into a Rylai. At least the new Rylai is easier to build when you are behind, since it is cheaper and has cheaper items as part of its recipe.
Even with the nerfs I still think that champions like 
will need this item as part of their core items, since they really need the slow. They may not technically need the slow but without it, they perform much worse. 
will definitively need it since without Rylai's slow, Mordekaiser simply isn't a champion. Champions like 
may still consider using Rylai for one reason or another, but it is no longer a mandatory option on them (I am not sure about 
since I don't play him, and Xerath may still consider using it since his ultimate is almost impossible to land otherwise).
