Are champions balanced around full potential?

Aside from the usual troll posts, I have a basic question. Are champions balanced around their fullest potential? If so, why are champions not compensated from missing content and overall receive nerfs in general?

Take Zed for example:

Zed Zed is an AD assassin, AD items are just better. Period. Doesn't have to worry about resources, he regains energy after finishing his combo and he also had incredibly low CDR's as well as multiple passives AND an execution as well as having several items that have synergy with his kit. He can have several gapcloser up at one time to create a choke on the enemy and he can literally farm from the tower away if he is being pressured by the enemy jungler. Zed has an incredibly high performance kit, I would rate the kit to be about 10/10 on performance level and when Zed performs at his highest potential, other champions are just unable to compete with him.

Syndra Is an AP classical mage with extreme damage come later into the game, AP items are just not as useful as AD and don't offer the same benefits. Syndra needs to worry about mana and mana regeneration when she is considering a build, if the enemy team is built to survive perhaps she will also be required to build penetration and consider if she needs health because she doesn't have sustain like Zed does. Syndra needs to get within range to use her Q but not for her W and can farm with a possible E in lane . . . if the minions are incredibly low. She has a stun which can be dodged and offers counterplay, she requires time and effort to put as many Q's on the playing field before she ults to get her fullest potential. Syndra's kit IMO is running at 10/10 performance but the itemization is keeping her down due to poor balance, however when at her fullest potential . . . Syndra is unable to compete with other champions that are also at their fullest potential. What is Syndra compensated in return for her lack of mobility, AP itemization and clear as crystal CC in her kit?

I am not saying Zed is OP nor am I saying Syndra is underpowered.

No, they are not balanced around full potential. If they were, champs like Azir would be gutted hard. Also, it is well known about the AD/AP itemization imbalance. Riot doesn't understand the reason every AP takes zhonya's is because it is the ONLY option for defense, unlike AD maw, steraks, scimitar, lifesteal etc. Riot complains about Zhonyas but never gives any other alternative itemization for defense

I main both of them and both are beasts when played at full potential.

But you say syndra can't compete with other champs at fullest potential and isn't getting compensated. Thats BS. Syndra has no mobility, but her Damage and Stun is insane. Her w can pick up to 2 spheres. When played right you can stun and do MASSIVE damage to the entire enemy team with just W E. And then you still have your Ult for high priority targets. She got buffs on her ratios and the AP itemizition is NOT bad at all imo.

Zed on the other hand has weaknesses when the enemies just play around his W CD on lane and in Teamfight stun him the moment he comes out his ult. He is a strong Champion when played right, but also has enough counterplay when not fed af.

Rito are still nerfing Azir but adc's are immune from nerfs.Rito's absurd nerfs.Rito nerf Azir around competitive but they don't nerf other competitive champions like Liss, Elise, Karma, Vlad, Irelia, Hecarim, Sivir, Ashe, Caitlyn.
