Explain to me please? because i really don't understand..

I play a lot of League - and from time to time I just cant fathom what was going though Riot's head when they do some stuff - so figured i would ask here..

First.. Turret Executes -- most notably Ziggs - Satchel Charge -the first ability i get, and understand its cool and helps him set up stuff, but the 2nd -- the " In addition, Satchel Charge will hexplode structurally unsound towers below 25 / 27.5 / 30 / 32.5 / 35% of their maximum Health." - is insane --

For those that can harken to the olden days of league Heimerdinger - used to be able to damage a turret with his Grenade - not execute it .. but just damage it.. and it was deemed "too powerful" because with CDR , Hemier could siege turrets better then nearly anyone -- so they took it away from him and then gave Ziggs a buffed up version of it, so that even if someone defends the turret against players and minions, ziggs can just walk up and boom , dead.. done..

Second - Passives - this is where the biggest difference in power comes in .. one side of the coin you have - for example we will stick with Heimerdinger who used to have regeneration for his turrets/players - and people said it was too powerful and now he gains movement speed when near a turret, but its perfectly ok for Veigar to gain AP for free if he breathes on someone.. or for Velkoz to get 3 stacks and do %HP true damage --

Now, i get that you have to take the whole kit into consideration -- Veigar is a burst mage -- (unless they build him tank and play the long game) - with a Q that gains him more AP - a W that does huge damage if they take the hit, a E that does a massive AoE stun , and a R that can normally execute someone.. but Heimerdinger is a mage that .. well he has turrets that annoy people - ...and his E stuns too, if you hit someone perfect his W can be powerful if you connect with all six rockets and they are near a tu -- well his R !!!!!!! his R is pretty cool, i mean the AoE, stun , the turret, the missles that if you somehow manage to connect with all of em do about as much damage as a Veigar W

Just wondering -- because the more i look at it - the more it seems like some champs get "special" treatment and to "balance" it.. they just shaft others.. so to speak --

anywho , would love to hear the how why, and such if anyone knows

Hey summoner Heimerdinger E has a much shorter cooldown thans Ziggs satchel charge for starter secondly, Heimerdinger would be able to hit the tower out side of its range with the , and thirdly you can only use Ziggs charge once on a turret to destory it whereas Heimerdinger could use it was many times as his Cd/laning would allow. Next Veigar w is one of the hardest abilities in the game to land whereas all of Heimerdinger abilities are easier to hit by comparison not to mention Heimerdinger has more of a dps style like Cassiopeia and Veigar is almost entirely intended for late game burst. However im not saying that Heimerdinger E being able to deal dmg to turret would be impossible to balance and the mechanic does seem interesting to me. Also Velkoz while he is a burst mage his burst he isnt going to kill you without hit ult or a lot of items and his ult is interuptible. And lastly Riot definitely favors some champs when its comes to buffs and making them meta i wish i knew what determined that but seeing some champs show up so much more in the patch notes than others gets very annoying as well as some champs being incredibly good for long amounts of time. hope this helps

damaging a tower means you can just throw it over and over until a turret fall from 100%

excute is the nerfed version of tower damage ability if anything
