Was there ever a moment when it was considered to delete a champion from the game, due to problem of balancing, not fitting in the league universe, making them unique or something else along the lines?

They don't delete champions, they rework them.

They've done it to many champions so far: Lee, Kat, Malz, Poppy, Taric, Fizz, Urgot, Galio, Leblanc, and who knows who else
