Item Cooldowns Above Health Bar?

Would be nice for items with short cooldowns, Tri or Hydra.

There was a period of time where item cooldowns were all above the health bar, they were removed because it caused a lot of clutter.

Character health bar not bottom of the screen. I've been around since season 1.
