Make jungle difficulty scale with summoner level

I know everyone is QQing about jungle difficulty, and no one can argue that it is inherently more difficult than it ever was before. This is fine after people understand the game and have full runes sets but legitimately new players have absolutely zero shot at jungling.

I know the game is supposed to be 'hardcore' and whatnot, and that noobs should have to at least invest 300 hours of game time to even be considered worthy of ranked, but I think the jungle should at least be able to be attempted prior to that.

So make the jungle easier for pre 30's, it will make everyone happier to have experienced junglers in our games anyway.
