Only way that makes sense is if she maxed W.

She did. That's still a ridiculous amount of damage for 60 mana rank 3 on a ranged utility support's targeted slow. Malphite's Q does the same base damage at rank 3 for 80 mana.

If Janna maxes W, her shields end up being pathetic. She becomes especially useless late game, as she neither damages nor shields well.

The dmg may seem OP at the beginning, but overall, investing into utility support is a much better choice.

Of course, the exception to this is if they get a big lead and snowball massively.

Uh, what? Is she still level 7 late game? All it takes is 3 points in W for that damage in early lane phase. She could still max E by level 10.

Those 3 points could have went to her shield instead, but she chose poking power over fighting power. If you fought with her properly instead of letting her keep poking you down, it should have went in your favor.

Also, I can't make sense of your second question.

It makes her shockingly effective in solo lane building pure AP with stuff like thunderlords, ludens, lich, etc. W max Janna with decent AP is insane poke.

Her ult becomes a full heal late game and her shields are disgusting.
