Blame the fact that Vayne is a marksman with self burst and late game anti-tank power and dueling and chase power to tie it up with a ribbon bow. Hell i would say alot of champions who get a 'no cost passive' tends to be quite strong in alot of regards.

Vayne Teemo Gnar XinZhao fit these quite well in those regards since a single ability having no mana cost and not need to be pressed at all means one less button to press for a combo, much easier for them to manage their mana and cooldowns with less trouble to boot.

Caitlyn is basically the original 'immobile markswoman' with a serious lack of mobility but plenty of utility to burst a enemy champion down. I feel like part of the reason is how strong her W traps are which also have a low mana cost, high stock amount and can stick on the field for quite a while, at times it makes me feel like they could simply change them to do a slow % effect instead of the root and then they would be at least less powerful, since the main part is they ramp up her passive's head shot damage whenever a enemy steps on one and she shoots them immediately, which i believe would mean her headshot dmg and crit damage bonuses would apply to that W trap damage bonus, hell they could just remove the headshot bonus on W and it would still work still.

But she's not immobile; she has a jump-back with a pretty good distance on it. Ashe, Jinx, MF are all less mobile.

'Mobility' usually refers to self move speed buff or a sizable 'quick location changing', though granted you could say caitlyn's E does have mobility, thats basically a tiny functionality tacked onto an ability normally used to counter someone jumping on you, which the self pushback is barely viable except in the form of dodging by a slight pixel length of the hitbox if say a Jinx R were to be fired at her. Unlike a Draven W's insane move hype up, Vayne's Q or Ekko's tumble, Caitlyn's is on a very sizable cooldown and not some ability you can spam for 'juking' skillshots, nor last i check, can it let you 'jump over walls or 'out run a enemy team'.

Basically anything akin to a summoner 6 summoner 4. Ashe is the 'reversal' part of having mobility because her passive will let her constantly slow enemies, meaning she can move faster then her enemies and chase them down that way. Jhin, he has insanely long range snipes in his R and W, his passive lets him ghost almost constantly once he has built up some critical chance (or just plain 4th shots), meaning he can be mobile, just not in the regular 'self Flash' B.S.age. M.F.'s W gives her ridiculous move speed, she is boobs on bewbs super mobile long as no one slaps her with a poke. Jinx's passive might as well make her drink soda infused with poprocks soon as she blows something up, though that's pretty situational so she is about on the same level as 'caitlyn' in terms of your 'mobility rating'.

Point is Caitlyn plays tower defense setting up anti'siege measures while Vayne just bum'rushes you like a retarded scout from TF2 that was given a sniper rifle that auto headshots and needs no charging at all for one shot on headshots (Hell, Camille fits the batman-ish character now more on so many ways if we had to compare champions to other characters from shows/anime/games/movies).

Point n case, a champion only COUNTS as being mobile if they have high base move speed or measures that let them get strong move speed or rush to a location in instant very often. Otherwise you could say plenty of champions who get 'self knockback' on their abilities might as well count as being mobile too just for that reason only. Plus i'm not even going to count items that champions normally gravitate towards, thats a completely different story and any champion can be mobile that way just by grabbing 'those' items.
