Warrior should be a second-tier Black Cleaver. Give it some HP.
Magus should be a second-tier Athene's/Morello's. Give it some Mana Regen.
Devourer should be a second-tier BotRK. Give it some Lifesteal or On-Hit healing.
I mean, Cinderhulk is already basically Warmog's Armor with Immolate needlessly tacked onto it.

Rundus11 votesDevourer isn't in that bad of a spot. I'd say it's just on the edge of balance. It's a tad too weak early on for most to pick it, but the slightest buffs would send it out of control. As is Devourer has a phenomenal late-game if you simply remember to clear your camps whilst walking around. My personal favorite builds with it are Devourer-> Bork master yi and Devourer->Nashors->Runaans Kayle jg. Sure, my level 4 might not be godly, but if I have Devourer and you have Warrior or Cinderhulk, I WILL outscale you before too long just by clearing my camps on my way to ganks.
