Is dragon spawn actually RNG or are there ratios to which each dragon spawn?

I ask this only because I have been watching a lot of LCS (and playing a decent amount of LoL) and notice that most of the dragons seem to be either Cloud Drake or Infernal Drake. Earth Drake and Ocean Drake seem to spawn far less often than the former.

It's RNG. It's not to be expected that there are a perfectly balanced number. A bit like tossing a coin ten times, even though it is expected to be 5 heads and 5 tails it often won't be that.
