From what I've seen based on the responses to Riot's latest roadmap, a few champions seem to stand out as being popular choices for potential reworks. I'll list the ones I've seen the most responses about in the poll below, but feel free to talk about ones not among the list or who you just want personally to get a relaunch (Mostly because the poll can only have 10 options).
Immortal Fenix4 votesI really think that Shaco needs a rework, personally. Him and Fiddlesticks are some holdovers from the early days of League, but Shaco's kit is the one that strikes me as the most dissonant. Fiddles could simply use some tweaks. A near-perfect invisibility that's also a dash, with hard-CC invisible mines that deal a fair amount of damage but make it almost impossible to escape an engagement or gank. He's not really the strongest champion in the roster, but he's certainly one of the more frustrating, even if there are ways to counter him and even if his damage isn't top-tier.
Fiddles has a similar problem, his whole kit is simply point-and-click hard-CC in the form of a long-lasting (Nearly -three second) Fear that also slows you, and a Silence that can really hurt if you get into a bad position and it chains between two champions, or a champ and monster. His ultimate has always kind of underwhelmed me, and the fact that he can just zhonyas in the middle of an enemy team and still profit has never sat right with me, even in earlier seasons.

Oleandervine2 votesAnnie got one ine like 2012, alongside Ashe, Garen, Katarina, and TF. They're all in a very good state and don't really need additional work. I get that she doesn't match her cinematic, but that is Riot's fault for making a visually dissociative representation of what is by all respects a mostly modernized champion.

That's like almost 8 years ago, I think a visual update would be nice and maybe a bit more skill expression like Waarwicks update added. TF and Katarina is mostly fine, but Kata might need a new model.

rework isn't a very good baseline to go from. It's chock full of invisible power and overloaded mechanics from passive healing and more damage at low health to cc-immune dashes on basic abilities.
