Bad item, same reason as why Mpen boots are bad.

Damage is at such a high premium that this item will become a "now i can instagib people and adopt an assassin play style" must buy, then the champions that buy it will get a compensation nerf and it will become a "if i don't get those, i can't get my damage numbers to be at what i need to, in order to function" must buy.

end result champions that can now go Tabi, Merc, Swifties, mobis and Ionian depending on the game, will now be locked into Arpen boots.

BF Sword upgrade with a small ammount of Armour

5% CDR on an item in 2017 is like if rabadons became "this item gives so much AP that it also gives you 5 AD" to try to justify making it work thematically or gameplay-wise. it just becomes... ??????????
