Like buff her Q attackspeed, she literally has nothing to her except slow + ult.

Might as well run 40% cooldown ashe for arrows and hope enemy team ff's early LOL

That's not the case. She simply has no burst damage and RNG in her kit. That's it.

In comparison other ADCs are useful due to their overloaded kits or too good synergies with items/runes.

She's an actual auto attack carry. Most ADC's are attack damage carries, in which they burst down the opponent. Albeit, the strongest ADC's in the game are frankly sustained burst carries, which is pretty absurd considering riot wanted them to be more damage overtime orientated.

cant do damage over time, when you get deleted in .1 seconds by 4k hp tank assassin.

True, but that's a problem of the game balance, not that ADCs would be useless if they did DPS instead of BPS.

A DPS orientated champion can't really have any type of burst damage. Not having any burst damage should be their collective weakness that would normally make them pretty bad duelists unless against a tank or an immobile juggernaut. But we all know all of this got thrown out the window in favor of (probably) LCS somewhere along the way.

If you think that Ashe has no rng you haven't even readed Ashe passive.

And where's that RNG? Yeah, her slows are tripled only when she crits, but that doesn't affect her nearly as much as critting or not affects any other champion. Plus, Volley always critically strikes exactly for that reason.
