I've played both but only once each. She was only 450. Which is better

She is fine at both. Maybe slightly better top as other junglers may have better clear times.

I actually prefer her jungle. Her first clear is a little lack luster, but I've had good success with her despite that. Her midgame power after a cinderhulk + Sheen (My core on her is cinder/TF) is bananas. After that I usually go full tank and she feels VERY strong if you can play her smart. Flanking lanes ensures a blown flash or a kill. She can cockblock escapes with her W and invading her is risky past level 2 since she can wall-check you VERY easily in the jungle and stun you for a kill. I've even invaded people as jungle poppy for the same reason.

I'd say jungle or support as I think poppy does the best when she can roam and since poppy doesn't have any wave clear I don't think she can do as much top as other top lanes like Renekton who can push the wave hard and fast towards the enemy tower and then roam.

You play poppy jungle the same way you play a rammus jungle. Gank gank and gank. Your clear times aren't good but if you can snowball the other lanes then you've done your job.

You play poppy support like Alistar support. Lane phase sucks so any early roaming you can do up towards mid or putting pressure on the enemy jungler by roaming with yours is the way to go.

I feel like poppy top doesn't do the job you'd expect from most top laners not saying poppy can't top I just think other top laners in the current meta do the job better.
