Caitlyn traps should have a longer delay before being set
I feel like whoever designed her kit was not intending for her to throw a trap under the enemy feet and stun them so quickly while in lane.

It actually takes some time for her trap to activate. If she throws one at your feet and traps you, it's just that you were tunnel visioning her and didn't move in time.
I disagree with you

Each to his own. I'm just stating an opinion the same as you. I mained Cait. I know when I dive her to look out for that trap. Unless I'm under CC I just go past it or to the side, depending on how far from me the trap is. Works like a charm.
If the intended use for the trap is to set it up before the action starts as a zoning tool instead of a reactionary stun to be placed under a cc'd champion in the heat of combat, another second delay will have almost zero bearing on the intended use.

You don't only use it for enemies under CC or for zoning. If somone dives me as cait i put one down as they are coming at me or already on me. Most of the time they tunnel so bad they don't notice it.
If they are on me it's hard to tell and they get trapped. If they are charging at me i gotta relly on me putting it down fast enough and them not noticing.
In both cases i have to account for the delay. If he's on top of me I'm gonna get bursted in that delay or I'm gonna a/e/q/a combo off it. If he's charging i gotta take into account the delay vs his speed and set it up far enough for it to work and he doesn't go over, but also close enough so he has less time to notice it. So it has to be perfectly placed.
It's trial and error but saved me a lot of times once i got it down.
Even without more delay there's a lot that goes into properly placing them.
For zoning it wouldn't make any difference, and if you get under CC it would have to be hell of a delay.
Caitlyn's traps work both as a control trap and an anti-dive tool. Even so, getting trapped while I'm mid-air or right after reviving as
is annoying as hell, but that's how counterpicks work I suppose.
Thank you for proving my point. The fact you can use a set trap on somebody diving you and it can activate while you are kiting them shows how quickly the activation is. Any Caitlyn worth her salt will be kiting the diver in a backward running fight and very rarely in a stand still fight where a fast activating trap would be the only kind to be effective in that situation.
