Or just... give mages another armor option instead of fixing a problem by creating three more.

True. But knowing Riot's Imbalance team, they'd put Wooglet's Witchcap on Summoner's Rift AND gut assasins at the same time to mid magetory. It's not that I'm against the idea, but Riot's exaggorating balance changes are something that concern me deerly.

Wooglets Witchcap is an op item on TT so it's not a good idea to add the item into summoners rift. Twisted treeline isn't exactly the most balanced game mode out there compared to summoners rift.
