Why does Tahm Kench have a 6 second mobile Zhonya's?
On top of having two health bars and damage that scales with defensive stats?
How is this even remotely considered balanced?

Because balance.
It isn't zhonya's. They are just untargetable but still take damage over time.
bc adcs cant build zhonyas (doesnt even do the ad damage shit item) so rito made a champion that does that for them all hail adc master race
Because he's the goddamn River King, that's why.
Well, his weakness is poke supports, all of which are actually really weak right now.
He can be kited and he can easily be poked down, he lacks any real engage. He can carry by proxy, in a sense.
He's only strong right now because of the double tp meta, if everyone goes bot, he has the best oh shit button to get out. That's all he really brings though, yes he has a slow, yes he has moderate damage, but really his peel isn't great, his stun is rather conditional, and his E could really just read activate to reduce all damage taken by 50% for 10 seconds and you'd all be fine with it.
