7/28 brings even more galio nerfs than proposed before

Now with nerfs to his R along with E, galio will officially be a non-champion.

This is easily the most tragic case of 2017 so far on a per champion basis if these nerfs go through. He's already bad, this will completely fucking kill whatever little shitstain he has left on the side of the road called league.

He has too much damage when he builds pure tank. It's necessary.
