The nerfs missed in patch 10.1

- Low costs
- Limited counterplay
- Very safe/tanky
- Low cooldowns
- Easy laning phases
Each of these characters hold true to at least 3 of these points. Not all of them could use hard nerfs, but some characters need to be gutted early to justify their late game viability like Tristana. Some have abilities so ridiculously powerful their mana costs ought to be doubled like Morgana's spellshield. And some just need another light nerf tap to keep them in check; why Evelynn was buffed out of nowhere several patches ago is beyond me but there's no reason her nearly un-dodgeable ult should cleave like half an adc's health on its own or that Leblanc's tether range should be kept at like 1000 range considering she has a gapcloser already.
