IMO RIOT should address permanently banned champion in solo Queue

As one can see the most banned champions in the game sit on pretty average win-rates. So they are banned for different reasons than just "being OP". As one can see all of > 30% ban-rates are infamous for their lack of counterplay, ability to snowball out of control and the frustration they cause. After all we all play this game to have fun and win. If these champions do not necessary make one lose they most probably take away the fun part. And that is a problem. That's why IMO RIOT should make some changes on these characters in order to reduce the negative experience they cause. How would that happen? Well, I am a low-elo pleb so I cannot give good answers, but that's what boards are for, right? Thoughts?
