What does alistars ult do?

Besides diving with deceptive tankless under tower it feels like if he presses his ult isn't that the time to ignore him and go for his squishy teammates when all of his abilities are on cool down. It's not really a ult if you think about it. A REAL alistar ult would be every champion damage he receives lowers his cdr while increasing adaptive force by X.

Soaking tower shots is actually really important much of the time, and it essentially gives him an enormous amount of defensive stats no other Support could get with the same budget, so he can go where he's needed to peel for his team without worrying about being instantly deleted. It's "boring", sure, but it's a very effective ult.

But after that part where you have 0 abilities on u why should the enemy team fear you if you got no abilities left to bother them your just a walking sack of hp that they can take then ignore you afterwards heck they would let you back without killing you that's how non threatening a alistar is without any abilities. In other words I see no reason to focus or peel off alistar after his abilities are used.

It's kind of hard to explain, but it does allow him to survive initially to get where he needs to be, and to live to fight another day (have his CD's back up to continue the fight). Just dying after you use your cooldowns once isn't very efficient play, so he can go deep and survive where others can't.

But let's say hypothetically the whole enemy peels him off with one displacement since after his W/q he's forced to E which equals a stun use one displace then his E is useless. Now he could ult but at that point let's say alistar is in the middle of a enemy team obviously ignoring him due to lack of abilities (since his cds are down) tell me what does the enemy team have to worry about due to his cds take 3 years to recharge.

Either you are playing him wrong or seeing other people play him wrong if he is the one being peeled. Alistar shouldn't be played as a diving tank like Amumu or Sejuani. He should be played with the purpose of peeling for his team. Let's say you are playing Tryndamere and are 10/0 with 2 items up on everyone else but the enemy has an Alistar. You have the damage to one shot the enemy ADC/mage. You dive in with E and Alistar knocks you back. You dive in with flash and he knocks you up. Your E comes back up but now Alistar's stun is up and he hits you with it. You are 10/0 but have done 0 damage for the past 5 seconds because Alistar exists and now your ult is about to expire so you either have to back off or give away a massive shutdown. Now while Alistar is doing this, he put himself out of position by using his W on you so he has to be prepared to eat a bunch of damage. This is what his ult is for.

Its either a counter attack ult or a diving ult?

It gives him insane dive potential both early game against towers and also late game allows him to dive into enemy team and cc backline without getting one shot. It's also a cleanse on cast that removes all cc from him. It's a balanced ultimate in my opinion. Back before this clown fiesta champ design/rework team took over.

When the turret laser meta was alive and kickin', Alistar was using them for tattoos.

That's relative on the Alistar with or against variable.
