Diamond or Ranked players getting matched with beginners

I have reported on this before and I was told that it only happens in Team Builder not in the normal matching system. I have therefore stayed away from Team Builder until I can get my own Tier 3 runes so I can at least try to compete. However, I regularly see level 30 ranked players getting matched with beginners. I even see Diamond players beating the bleep out of beginners and I don't play team builder anymore on the advice of this board. When I get my Tier 3 runes I might try Team Builder again but I thought you should know that this happens in normal blind pick as well. I just played against a ranked player with tier 3 runes and gold medals. Yesterday it was a Diamond player. I would report these players after the game but inside the end game stats I cannot see their profile. Also, I am not sure the matching system is putting them to play us by mistake and it is not their fault. How in the world do they get matched with beginners? It is totally ridiculous to make beginners play against that level.

Riot needs to either not allow friend invitations into games or be able to allow the matching system to scan the players to see if their level is too high or their runes don't match the other players on the team. Once a player obtains Tier 3 runes they should only be able to play other members with tier 3 runes or once you hit level 20-30 you can no longer match up with anybody under level 20. I hope that when I get my tier 3 runes I am not getting an unfair advantage over beginners with no runes. That would be gross.

For those players that deliberately go into a match trying to take advantage of this unfair rune system, there should be a way to call you out on it and reported to Riot. Level 30 players should not be playing beginners not to mention Gold, Platinum or Diamond players.
