Nerf Sterak's Gage

Honestly, I just noticed how powerful this item is and why people think Garen is overpowered, even still after his nerfs. It's because of this item and during a match i had, I noticed Garen's damage spike significantly just like Serrated Dirk used to for assassins before it was nerfed in season 10. This power spike is honestly massive and makes any characters that can use this item difficult to deal with.
