He needs to run to gain a shield of wind but he can just whip a giant bullet intercepting wall out of his ass whenever he needs it.
Of course, he shouldn't be able to cast it when he doesnt have max flow either.

But I do agree that casting Wind Wall should cost him his flow gauge, maybe giving it a variable duration depending on how much flow was spent.
Flow is easy enough to generate, and it gives him WAY too much defense for someone meant to be an assassin.
