I know what will cause Darius, Gangplank, and Fiora to stop being perma ban
Adc rework.
Everybody will ban them because it is easier to deal with a Darius Fiora or Gangplank than it is to deal with buffed ADCs.

just shows how meaningless banrates are. champions ban often develop into vicious cycles of champions getting banned just because everyone bans them. combine this with the fact that a lot of people dont read patch notes and know that a champion isnt banworthy anymore, and you get the current darius and garen ban rates.
