Can we bring Kennen up to par with the current state of the game?

Or at the very least, do something about how atrociously bad Lightning Rush is? It acts as his wave clear, defensive ability, and mobility all on the same cooldown, and it falls short at being effective for any of the three.

• If it's used as wave clear, it puts him into a bad position and does very little damage to minions, especially considering the risk.

• If it's used defensively, the armor and magic resist is negligible and without the refund, he becomes tapped on energy and borderline useless for the next while.

• If it's used offensively, it's not very effective because most other champions have more mobility or some form of slow, hard CC, or disengage to counter it. If it's used to chase without the refund, he ends up too tapped to follow up even if he catches his target.

Aside from these problems, without any boots, the movement speed bonus brings him above both of the soft caps, so he doesn't even receive the full bonus mentioned in the tooltip. He's shorted by about 110 MS.
