we should be able to swap boots for free even if its just once
if im vs a AD laner+jungle at toplane the best boots are pretty much ninja's. but what if the rest of the enemy are CC+AP heavy? your forced to sell them for mercs. otherwise if we get mercs during lane they are mostly wasted and not upgrading boots is pointless.
