Would it only make a worthwhile difference in lower MMRs?

Thoughts are it could be good for rewarding him for good setups & give him a strong disengage/engage tool, but I don't understand the game as a whole to the extent I can grasp what all this would impact.

That's actually the reason Riot tried this nerf on him. Currently he's performing really well at high elos, but sub-par in lower elos. So they are seeing if removing something really only high elo players are using effectively, they can balance out the disparity between skill levels.
