Lolking went completely out of whack. What happened?

Half of all the champions on Lolking have a ban rate of 9.61%. In addition, the standard deviation of the ban rate for all the champions have significantly reduced, where 80% of all the champions have ban rates between 3% and 9.61%. What happened? Is this a glitch?

Compare and contrast this to weeks ago where only like 4 champions have ban rates above 20% and 90% of champions have ban rates below 1%, a massive standard deviation.
