Is bard too weak?
Just played a few games with bard. His early game is really lacking. Mostly, this comes from his general squishiness, and his need to get up close to engage. I think that a few tweaks to his spells and his meeps would make his early game better.

Meeps should give bard some extra range. Not alot, but the range he has is abysmal. With that extra range, he could engage without extreme health losses.

Bards healing should be higher early game. The problem is that his healing throughput is abysmal when compared with other healing champs early game. This is a none issue later game when he has high ap. Perhaps lowering the ap coefficient but increasing the base heal can mitigate this.

Bards CC should CC. The cosmic binding move only stuns if the spell hits a target and the wall behind it, or hits two targets. Its also a very short range ability. Compare and contrast to lux's binding light that has decent poke range, does decent damage, and will immobilize no matter what. I think bard's CC needs to immobilize the first target hit, and if it hits two targets it should stun them as normal. In addition, it could use more range to match the binding light spell from lux.

Bard needs to be a bit more bulky health armor and magic resistance wise. Not by much, but he is very very flaky early game.
