Galio, Nunu, Fiddle, MF, Illaoi, Kat, Kennen, Vlad, and maybe Ekko can all either start their ult channel in the fog of war just before teleporting, or use it just after the teleport finishes.
Imagine pushing mid tower with your team, only to see a blue circle appear below you... and then suddenly a fully charged Nunu ult, an already-channeled Fiddle ult, and an in-progress MF ult are decimating your team...

It just sounds like it will be a big hit to balance, Ryze's ult could have such good synergy with certain champs that they'll be nerfed because of it.

I was just thinking outside of the box, like the possibility of him dropping the shield on a whole team, walking into the lane bush, only to be teleported back in for the stun and ult since his ult should still be there.

Imagine teleporting Sion mid ult for a surprise Sion slam. Ignore walls, increasing the distance. It'd be awesome.

I would assume so, given he's still in range.
