Like is it just a regular afk ban or is it more. For example: I had a swain on my team afk and sit on base because my jungler didn't give him a blue. Is the worst punishment he receives going to just be like a 5 min queue timer?

It could be a warning, put into priority que, or a ban. If you look up leavebuster you will see the punishments. I would recommend also reporting him for negative attitude and tell riot that his afking wasn't regular afking, but was being toxic because he didn't get his way. Explain what happened. When riot eventually gets around to reviewing his account, then there's a good chance he will get a more significant punishment.
