This bounty system has made not csing an actual strategy, and it is beyond fucked.

So what is going on is the top laner goes some ranged champion with klepto and spellthiefs and basically doesn't cs. Instead, this laner just tries to harass the lane opponent for gold. The opposing laners will start having a bounty just for csing normally since the game thinks that they are ahead. This needs to be fixed immediately.
