Lost Chapter, once built into an item, no longer restores 20% max mana on kill or assist from pre 8.4 days. Mages deserve this because they've been hammered with ridiculous cuts to their mana regeneration since season 6 when the mana potions were outright removed. Its hard enough to fight easy champions with no resources, but when you can't cast your main source of damage it just got outright oppressive. Kudos for FINALLY giving mages something they need Riot!

After reflexion, new manaflow band doesn't make manacost free, but still it doesn't seem like a nerf to me. Weird shit.
