Why isn't Dead Man's Plate geared more towards juggernauts/being anti-ranged?

Dead Man's Plate

Giant's Belt (1000) + Chain Vest (800) + 1100 = 2900

+425 Health +60 Armor

Unique - Dreadnought: Generate Momentum while moving (max 100 stacks), granting up to 60 bonus Movement Speed. Momentum decays if you become immobilized. While you have maximum Momentum, you take 10% reduced damage from enemy basic attacks.

Unique - Crushing Blow: At maximum Momentum, your next basic attack will discharge all Momentum stacks, dealing (120% Base AD) bonus Physical Damage. If melee, the attack also Slows your target by 50% for 1.5 seconds. Basic attacks will discharge 15 Momentum if not at maximum.

The added basic attack resistance at maximum Momentum primarily affects melee into ranged. Melee into melee generally won't resist more than one AA due to having to be in each others' faces to AA, and if a ranged champ were to use this DMP, they'd probably just discharge the Momentum before it had time to do anything.

Making the Crushing Blow scale off base AD pushes it towards juggernauts, with their high base AD and easier access to Sterak's Gage.

If you were wondering how strong 120% Base AD is, as an example, Illaoi @ 18 with Sterak's would deal 276 damage.

It's supposed to be geared toward their needs. The base AD suggestion is pretty neat. It's getting some change on the PBE already that should make it more effective than it traditionally has been while slowed. That change in particular is to help those that kited easily, as juggernauts tend to.

I actually like this the more I think about it. I always thought this item should feel somewhat like using a sion ultimate, you start running faster, charging forward, sort of like righteous glory, except ending with an auto attack and not a slowing field. Instead, it often ends up simply being used as an all around movement speed buff to tanks. It feels like it's more useful as a run away tool instead of an engage tool. Turning it into a tanky/dive the adc with a pseudo ninja tabis passive isn't that bad of an idea.

Alternatively, you could focus on the "dead man's" aspect of the item. Perhaps each time you are auto'd you lose some of the armor the item gives you in exchange for movespeed. The logic could be the armor is being knocked off you, which lightens your burden and you speed up. This could help a bruiser engage on adc's while guiding tanks towards different items that keep you tanky.
