Kat has AD and AP scaling, plus the active damage is good.

It works on a lot of champion actually, all you need is an OK early game with good farming.

As soon as you've got it, spam it for poke and with TD and whatever other burst you've got, you could get yourself a crispy kill...

Here are some champions it works on in my opinion

Edit; It shouldn't really be logically played on all of these, some of them are difficult to do it with, but the burst compliments all of their skills so have fun with Bard hextech gunblade (next item should be shiv/firecannon)

Sure, she can use the burst :P Only problem is she doesn't get much health return except when ulting.

Anyone can use the burst, and the spellvamp is almost always good (Not that there aren't better items of course)

People are also forgetting about Corki , it used to be a strong core item for him next to item 3078 , used to rush those 2 items with item 3020 . People don't do it as much anymore since the Crit items got super buffed and cheaper so now everyone goes crit on him after Trinity. But I personally usually build it on him still as a second item and still works great on him.

Most hybrid champs and any assassin/burst mage likes it.

The item has 4 things going on: AD, AP, sustain that works for both casters and AA champs, and burst active with a slow. A number of champs are probably can make use of at least 3 of those things, even if it isn't optimal 100% of the time.
