heavy tearing /stutters

hello, since yesterday a weird folder appeared on my desktop 'GPUcache' and i think its related to my new low fps

i have i5 4690k 8 gb ram r9 380 ...pretty decent for a game like LOL,however i think this folder somehow has to do with very poor performance

i lowered all my settings from medium to medium - low

eye candy off

vsync / AA off

1920x1080 with 60 hz cap

i am having a horrible experience as of now in games ,even in training mode with about 46 fps

but those 46 fps act like 10-15 more likely with heavy stutters and tearing

have all drivers and gpu up to date

some help pls ?
